Addressed to Secretary Tillerson, the letter states that it is the Center’s notice of “intent to sue the State Department for failure to issue the Seventh U.S. Climate Action Report by January 1, 2018, as mandated under the United Nations Framework Convention on Climate Change ( \u201cUNFCCC\u201d or \u201cthe Convention\u201d ).”<\/p>\n
