Yes the government does own all your water, even those puddles that form temporarily when it rains a bit too much. Why is this?

The National Association Of Counties (NACo) is the lead NON-Governmental Organization for policymaking for state and local government, and according to them, many state and local governments strongly opposed the broad nature of this rule, in particular, the expansive definition of ditches and the ambiguous definition of tributaries.”
