Epping Fights Back Against ICLEI

H/T to the NHTPC for this story below which was posted before this blog existed. Now Epping is fighting back.

On February 26, 2014 the Greater Epping Republican Town Committee is hosting a conversational forum and inviting NH Reps and Senators to speak on certain bills that are currently before the NH General Court.

The forum will take place at the Epping Town Hall (upstairs) at 7:00 PM.

The elimination of the Regional Planning Commissions is one of those bills.

Please put the word out – all are welcome – it is free to the public.

Time has come to dump these parasites and put an end to the threat they pose to private property ownership.

Thanks to the ICLEI, the UN’s global Agenda 21 network, the Town of Epping has now passed a new expensive ordinance that will require all buildings to “implement energy efficiency, conservation and sustainable design principles in its construction.”

A report entitled “Energy Efficiency and Sustainable Design in Epping, New Hampshire” states: “Motivated by the New Hampshire Carbon Coalition’s Climate Change resolution, Epping joined ICLEI— Local Governments for Sustainability USA (ICLEI) in 2007. The Town agreed to reduce their greenhouse gas emissions by 25 percent by the year 2025. In New Hampshire, buildings are a greater source of greenhouse gas emissions than the transportation sector due to the large stock of older buildings and high seasonal temperature fluctuations. The Town Planning Board examined its role and asked what effect they could have to aid this commitment. As a result, Epping decided to draft a new ordinance that would require all new buildings to implement energy efficiency, conservation and sustainable design principles in its construction, called Article 22– Energy Efficiency and Sustainable Design.”

We wonder just how many residents would have approved of this had they known about it?

Update: An Epping resident has now informed us that the ordinance requiring buildings to install a green heating system is a failure. “The people did not know this is what they were getting when they passed the ordinance. The measures taken produced no energy savings for the town – in fact the heating system they installed in Town Hall has been nothing but problematic – and half of what was purchased was returned at a loss to the taxpayers. Buildings that have such a system are actually costing MORE, and yet, the town refuses to do an audit.”

We are told over and over again that ICLEI and Granite State Future are merely ‘suggesting’ improvements. Voters should in the future, find out what motivated those who write these kinds of ordinances before they vote for passing them.

More of HUD Rezoning?

This morning we listened with interest to Girard at Large’s rant about Hackett Hill. We wonder if this, as well as what is mentioned in the letter below, could be part of HUD’s regional rezoning, unbeknownst to the voters?

Author’s note: Although this letter is my personal reflections of a once thriving community, it could reflect “many” other New Hampshire towns. Thank you for reading.

Nashua’s Shackled Serfs

Tax paying citizens of Nashua. I have no idea how anyone there could not be affected by the poor performance of those governing your city.

I grew up there. That was a time when doors were left unlocked, bicycles didn’t need padlocks. The Burke St. “Projects” were just down the street.

People there were poor, period. There was no animosity, either way.

A large field directly across from my “home,” was converted to an “Elderly Citizen Only” apartment complex. It was named “Vaggee Village,” named after the then mayor. Our neighborhood was “promised,” only elderly Nashua citizens would be allowed. I remember one gentleman living there, who my father let come over and tend a small garden. That man was beyond thrilled.

After high school, I enlisted. Ten years later, both my parents passed away.
I could have “easily” sold it many times over. For many years, this property was rented to people who kept the outside appearance, as well as the interior in excellent condition. I had many offers to purchase my house and land, in this stable and desirable section of town. Selling my “home” was not an option to me. Remember, my dream was to return to the home my father built.

Over the years, the quality of life and safety concerns, for myself and that of my family were paramount in making the difficult decision, to permanently leave the city and the neighborhood I loved.

The promise of elderly only apartments across the street soon dissolved.
Well, that complex became a “Third World Cabal”! One day, I watched as “every” apartment there had a brand new “MAJOR” appliance in front of the door waiting to be installed. The city certainly doesn’t want to show favoritism to one over the other! Could a private landlord make the same major commitment? I doubt it.

I have many friends who have lived in various parts of town, who now realize the devastation the “City Management” brought upon their neighborhoods.
The city’s landscape, and “Neighborhood Pride” has been changed forever under the guise of “Social Engineering”!

Somehow the city has found ways through Assessment Schemes, devalued once “exquisite” properties by as much as 30%. Yet, simultaneously, the city had no problem raising their taxes on the devalued property.

Why, You ask?
The goal here is to continue to raise taxes to fund ever expanding city public sector jobs. This was the result of holding property owners hostage as a revenue source, while insuring these properties will not sell. Hence, you have serfs who cannot leave their land. Thus, the beginning traits of early feudalism.

Like all government potentates, the mayor will tell you how she “cares” about the people. She cares about herself, and her continued re-election, and that is done through ensuring spoils to followers like Tammany Hall of old.
Some things never change, this is how one insures the “thiefdom” continues.
This is Nashua’s answer to “inequality”.
Just like a communist country, everyone becomes poor.

I am truly sorry for the city’s sad circumstances.The Berlin Wall, in Germany, was constructed by east Germany to prevent the mass exodus of its citizens to freedom.

So too, Nashua is doing this through its social engineering. Meanwhile, property owning serfs are shackled, unable to flee themselves, due to high taxes and low property value.

Nashua is unrecognizable from the days when it was one of the top places in the nation to live.

Mayor Bloomberg is a Dangerous Man

Bad enough he’s meddled in NH business when it comes to second amendment rights, he’s now working for the globalists in order to impose their planned urban-based regional society upon America.

Bloomberg is the president of the C40 Cities Climate Leadership Group (CCLG) which is comprised of 63 mayors from 40 major cities across the world collaboratively who have decided to alter the landscape of their cities to reflect answers to global warming by implementing Agenda 21 incrementally.

The C40 has expanded to 58 cities that use UN Agenda 21 regulations to monitor global populations, decrease CO2 emissions and affect the global gross domestic product (GDP). Being major cities, they have a tremendous influence over setting the standard for a “low carbon economy”.

What a shame we have some conservatives in NH that won’t do anything to stop this. They had their chance with HB 1573.

Our friends on the House Municipal and County Government Committee have voted to ‘ITL’ both HB 1573 and HB 1560. This means they recommended that the general House vote be YES to STOP the bills.

Dear HMCG Committee Members and Republican Representatives,

After watching the citizens of this state come to you at the hearing for HB 1573 with their grievances about problems which stem from the lack of oversight of the Regional Planning Commissions and their new ‘mission’ of eradicating local control in favor of the federal, it was with shock and dismay that I watched you cavalierly ITL HB 1573 in a subsequent meeting, per the desires of LOBBYISTS.

While this parade of lobbyists for the Regional Planners gave testimony outlining the good things that may have come from their work, it became clear to me that you simply repeated this ‘happy talk’ to support your decision to ITL, while completely IGNORING the numerous PROBLEMS citizens have experienced with RPCs that prompted the filing of this bill. As legislators you failed to do your duty to address those problems, brought to you by mere citizens who have been harmed by the current situation.

I had submitted testimony in hard copy, which I have attached again below. I suspect none of you even read the testimony, since at the very least one would think you would be interested in the last bullet which outlines the recent case whereby the RPCs attempted to wrongly portray themselves as a commercial entity in order to circumvent the People’s Right to Know. It was appalling that you asked of the citizens who testified for these bills, NOT ONE QUESTION about this shameful situation or about how their rights were violated with regard to RSA 91-A. My phone number is included and I am still available for any questions you might have.

Likewise, HB 1560 was filed because of the problems with lobbying using taxpayer monies. I have had to endure this throughout my whole career as a teacher and now, with the RPCs. I am told there is an RSA which PROHIBITS the use of taxpayer or federal monies for lobbying our state legislature, and so I ask, why is a group of unelected regional boards who are subject to NO oversight seemingly exempt from this law? The public is not served by having their money stolen from them, and then used against them!

Federal money is dispensed or granted with the stipulation that the state certifies that there will be no lobbying with these funds. RPCs rely on federal funds which they use to administer programs like Granite State Future which do NOT come from the community.

The state prohibits the use of its funds from being directly or indirectly used to hire lobbyists under RSA 15.

I leave you with this question. What, if anything, do you plan to do to redress the grievances brought before you by my testimony and that of others regarding the improper use of our tax dollars on behalf of HUD/EPA/DOT, and the illegal circumvention of the RTK laws by NRPC posing as a commercial entity? (Second to last bullet highlighted in yellow in the testimony file.) Your unwillingness to help is disappointing and leaves me only one avenue of redress, filing a lawsuit as an individual against the NRPC for ‘official oppression’ and violation of my rights under RSA 91-A.

Your duty is to the people FIRST, NOT the lobbyists. They do NOT represent us, despite the fact our money is being used to pay for their activities. This is corruption at its worst and we will continue to pursue these bills as the rights of the people are being denied. RPCs are NOT working for us but create public-private partnerships with influence from mostly NGOs, corporations and other private ‘stakeholders’ who stand to benefit. Where do the people, who pay for this, fit in?

I look forward to your responses regarding how you will address the numerous problems put before you at these hearings regarding the reasons for the filing of HB 1573, and the need for HB 1560.

Testimony

Under the guise of “sustainability” and “economic resilience” our federal government is pushing for “regionalism” and “new urbanism” in every state in the country. Some states such as Florida and California are being asked to accommodate several of these programs, while NH has only one called “A Granite State Future”. These programs are made possible by HUD/EPA/DOT grants. In NH, the grants are procured by the Nashua Regional Planning Commission.

The purpose of regionalism/new urbanism were made clear from the recommended readings posted on the http://www.granitestatefuture.org website The following three points were taken from the recommended readings found in the Regional Plan Framework Appendices on Housing and Regionalism: “Restructuring Local Government” (Rusk, David. 1993. 1. Empowering Urban Counties
The most direct and efficient way to create metropolitan government in the majority of metro areas is to empower urban county government. In this scenario, the county government assumes the functions and responsibilities of the municipal governments within its boundaries, and municipalities are abolished.

2. Consolidating Cities and Counties
This involves creating area-wide governmental units, focusing on consolidating municipal governments with their surrounding county governments. Consolidation brings unification of the tax base and centralization of planning and zoning.

3. Combining Counties into Regional Governments
This involves combining several counties in the same metropolitan area into one regional government. Challenges to these regional approaches include potential loss of power at the local level.

As NH citizens we object to this blatant attempt to usurp local control. Here are some things we have learned in our experiences after investigating regional planning commissions and their programs.

– RPCs were created by RSA 36 in 1969 but up until now were about limited issues such as common roads or sharing resources such as fire trucks.

– RPCs are unelected boards who are subject to very little oversight by the voters. The legislators, local board members, and voters have demonstrated that they may never have heard of them, or do not understand how they work. Neither the legislature nor the voters get to vote on any of their initiatives even though the RPCs claim their ideas are ‘community based’. Many times RPCs admittedly seek to revive issues that voters have rejected numerous times already in their town elections, such as the all-day kindergarten in Winnisquam district. – RPCs have now morphed into something they were never intended to be, concerned with every aspect of a person’s life including the food we eat etc under the guise of economic resilience, sustainability, or social justice. “…public health, transportation, economic development, infrastructure, housing, land use, energy, cultural, historic, and natural resources, and more!” per their website. – RPCs are part of the push toward regionalism as a political subdivision as opposed to local and state control.

– RPCs cited in one of their documents, concerns about how they would need to overcome “NH’s strong tradition of individual property rights” in order to accomplish their goals. (from New Hampshire Sustainable Communities Initiative Project Summary Application)

– RPCs are using our tax money to lobby for legislation that would enable these federal HUD/EPA/DOT programs that become binding upon the towns who participate. This is evident by the fact that they are lobbying for NH laws that would give them more power and authority while taking the vote, and local control, away from the people — all while claiming to be ‘advisory only’. Bills that would give RPCs more power because they would allow towns to appoint rather than elect officials, and/or take the vote away with regard to zoning and planning and put the decisions in the hands of a small board.

– RPCs have told us they will continue to impose their agenda even when towns reject their programs, through ‘back door’ means such as planning and zoning board members favorable to their cause and by passing legislation to give themselves more authority.

– RPCs secure federal grants that require zoning changes as the Obama administration has made it clear this is how they will attempt to impose economic and racial justice in neighborhoods they deem too racially or economically homogenous. – RPCs create public-private partnerships with influence from mostly NGOs, corporations and other private ‘stakeholders’ who stand to benefit by the results of these programs. Think ‘green companies’.

– RPCs, in particular the NRPC, has claimed to want public input and attendance at its Listening Sessions (PR) for Granite State Future, but when that input was given, it was not welcome. The meetings were stacked with paid operatives or ‘stakeholders’. Information was presented to the small minority of ordinary citizens in attendance in a dishonest way. Mostly it is private corporations, their foundations, NGOs, and multiple PR firms who are involved. The “crises” they claim are nonexistent and the ideas for these changes as the “remedy” are not coming from the taxpayers. (Hegelian Dialect)

– RPCs have directly attacked activists, misrepresenting themselves repeatedly to those we have done business with, posing as a private commercial entity. They claimed to enjoy copyright on products which are in reality, produced with 100% taxpayer funding and thus subject to NH’s RSA 91-A laws. It was not until the NRPC was challenged in court that they ceased and desisted this harassment of individuals sharing the information.

– Regionalists are unhappy with the fact that many people are rejecting their schemes. In NH, many towns have voted to stop paying dues to the RPCs. In other states, towns and cities are opting out of these regional schemes. To the editor: Today I came across an article in a Colorado online newspaper that told how our own New Hampshire governor had signed an agreement with the United Nations in support of international legislation to control ‘climate change’.

What is this man thinking?

What gives a New Hampshire governor the authority to sign agreements with the United Nations without the consent of the voters of New Hampshire?

When I looked to further investigate what this newspaper was reporting, I found the whole story right on the UNDP’s own website where they are also promoting things like the Millennium Development Goals:

Sadly I could not find one local news outlet that had reported on this.

Well, now you know. John Lynch supports handing control over our country to the same global elitists and wealthy banking families for whom Obama works. He has committed our support of their utopian redistribution schemes enabled through the higher energy taxes that would be the result of legislation like Cap and Trade.

And you thought the UN was just a place to ‘talk’? Check them out on the web sometime, and you’ll be shocked to find thousands of pages of goals, rules, laws, programs, and treaties they intend to impose on us, the ‘nation state’, through the activities of unaccountable numerous non-governmental organizations (NGOs) under the UN.

Regional Planning Boards are Ad Hoc Agencies

Regional Planning Boards are Ad HOC Agencies. They attempt to usurp land rights – whether you choose to call it Agenda 21, Social Engineering or ANY other form of CONTEMPTUOUS SOCIAL AGENDA!

I was in my yard this past summer, two University of New Hampshire  students who were employed by the Strafford County Regional Planning Committee approached my property.

One stepped onto my property and determined there was too much vegetation in the ditch and he would notify the city to clean it. This is not going to be allowed. He then indicated a stone was disrupting the flow of water WHICH is an overflow of several “man made” ponds from the adjacent former farm. That stone has been there longer than he’s been alive. During the Mother’s Day Flood of 2006 the entire bridge at the end of Chesley Hill Road was washed away by a legitimate stream. That stream is the Eisenglass River. That 20 pound stone stone was there then, and it never affected the overflow or even moved.  He then decided to reiterate, the stone blocks the flow of water. YES – he was ordered OFF of my property.

I’ve made full statements to the Rochester City Council – Strafford County Regional Planning – as well as a letter to the editor…

I was at a regional planning meeting, I was shown a satellite picture of my property.

An employee was asked by the panel, if they go onto private property – he said no. (Right – NOT at this time or NO LONGER) SEMANTICS.

More importantly, at another Regional planning meeting the employee asked  the panel, “don’t we own the water” there was total silence. My assumption is that of a “collective thought pattern”!

This same person stated NEW HAMPSHIRE is one of the few states that the EPA is formally located in! I DID NOT KNOW THIS! Could it be New Hampshire is the last holdout at becoming a TOTALLY solid blue state in the entire North East? AND REGULATORS ARE OUR REWARD FOR THAT.

What we have here is an established Federal Agency embedded between layers of NH Government who answer or report to NO ONE! Not to the legislative body or the citizenry. Yet they influence everything from commerce to land rights.

Another citizen asked if the reports the staff spoke were from their own research? He admitted to it being a compilation of information.

The committee could/would not answer that question amongst themselves even as part of their public forum… These meetings can be viewed on “GovernmentOversite.com” a PRIVATE group.

To the best of my knowledge the meetings have NO public outlet. They certainly have access to video recording capabilities. THIS IS NOT A NEW HAMPSHIRE RIGHT TO KNOW OPEN FREE ISSUE!

These grants and funding ONLY go to expand THEIR POWER and THIEFDOMS!

CITIZENS — YOUR RIGHTS and or FREEDOMS are of NO concern to them!

I didn’t serve in the military to give up any rights to this TOTALLY SOCIALIST AGENDA.. Even if I didn’t serve I’d be just as outraged.

I am not one of your VASSALS who is willing to enter ANY agreement with a lord or MASTER!!!!  I AM NOT A SUBJECT!

As I told Strafford Planners — stay out and OFF of my property.

Town Planning Officials Travel to Communist CUBA to Learn About Farming

City planner gets urban agricultural tips from trip to Cuba

DOVER — An international trip gave City Planner Chris Parker a chance to learn how to implement urban agricultural strategies closer to home.

In November, Parker was one of 400 people — eight from the Granite State — to attend a conference in Cuba and learn more about the practice of urban agriculture. Parker was among several city planners nationwide to participate. Overall, representatives from 39 countries took part.

Parker said the conference was an opportunity for him to learn more about a subject that has interested him for several years. The City of Dover currently has a community garden, about a half-acre of space located off Sixth Street, where participants grow mostly vegetables. He said he hopes his time in Cuba will help him find innovative ways to encourage others to participate in this unusual brand of farming.

Dover’s Cuban Aggie!

Dover Taxpayers, it looks like we have other citizens who understand Dover City Planner C. Parker’s Cuban Escapade Scheme.

Fosters, you printed a response from Mr. Parker on Jan 10, 2014. Mr. Parker mentioned he “hoped his time in Cuba will help him find innovative ways to encourage others to participate”!

Mr Parker wants us to believe he’s interested in Cuban agricultural strategies. A communist country, is more aligned to Mr. Parker’s ideals, as long as he maintains that level of superiority and control here.  Right! Like Che Guevara redistributed land to the peasants. Maybe he should have bought Che’s tedious “Guerrilla Warfare” or read Che’s own accounts on how this once Medical Doctor, relished in mass murder as a “tool” of political influence. At least if he had read the book, Mr. Parker could have consolidated centralized power as Che recommended. Much different than Al Qaeda’s loose “franchise” model of terrorism today. Maybe he should have bought a copy of “Farming Magazine,” (Amish, Mount Hope, OH) from about two years ago, when they did an entire multi-page story about Cuba’s gardens as a need to provide food. Because as most know, Cuba is WAY short of basic FOOD!

Who were the eight other NH attendees to this conference? Why aren’t they “celebrating” this totally functional trip? Most of us aren’t “HIP-Hop Stars, so we can’t just fly over to a communist country. How did he get there and was it US State Department approved? Was the trip  public or privately funded?..OH! $460 came from city funds. What are their positions/titles within the community? I certainly hope someone from the critically acclaimed Strafford County Regional Planning “team” was in attendance. They certainly wouldn’t want to leave any “regulatory stone” unturned. There are probably differing “compliance” factors in Cuba. I’m sure they could learn about better “compartmentalization” to help all these SOLONS avoid the dreaded “Right To Know Law”

Agriculture takes 20% of the working population to produce 10% of the food. Cuba imports 80% of the food it consumes, and then rations it to the public.

Cuba imports 90% of it’s fuel. That 1949 De Soto coup don’t run on water! One would think being in the “Torrid Zone” they would have a longer growing season than New England. Yet, it’s still not enough in a communist country.

You know, on any given day, I could see someone in their garden and ask how their plants are growing. Most likely they’d be glad to share more information than I ever wanted. Politicians are above that! They would rather go somewhere where people might think they’re important. I guess there is nothing like a trip to Cuba to “mind-meld” with people who know how to control their subject!

Isn’t  it good to know where our “potentates” stand? I hope Mr. Parker’s next venture will be to the Antarctic in July to learn how to make snow cones. But then again, what would the rescue cost be? Taxpayers should call for an outside investigation of this mess, and the entire details made public!

Feds Trying to Take Over Planning and Zoning in NH

An excellent citizen letter on the subject was published today in the Laconia Daily Sun.

To The Daily Sun,

On Thursday, January 30, Gerald Coogan, an unelected official who’s on the payroll of the Lakes Region Planning Commission, sent in a correction to another local newspaper about the “official” website for the massive federal top-down planning program called the Granite State Future.

I went to both websites, www.granitestatefuture.org and www.GraniteStateFutures.org and was stunned at how the official website is lacking in-depth information about what’s going on with this federal planning and zoning program.

Why is that? Why doesn’t the official website contain the following scary statement on their home page taken from one of the official Granite State Future documents? The abstract of the Granite State Future project summary says on page 15:

“Anticipated barriers (to incorporate the Granite State Future plans), including N.H.’s strong tradition of individual property rights and resultant resistance to planning and zoning; and a currently strained state budget that will limit state agency’s capacity to conduct future planning efforts.”

Ouch! You didn’t have to get an A in high school English to understand that.
